Nova provides project controls support during the design phase. We utilize our experience and knowledge of the Program, Owner, and other Stakeholders to develop realistic and accurate construction schedules and construction cost estimates, which can be further used to develop and refine program timelines and budgets.

Miami-Dade Water and Sewer Department, Ocean Outfall Legislation (OOL) Program
Miami-Dade County, Florida

The Ocean Outfall Legislation (OOL) Program is an 11 year, $3.3 billion MDWASD program resulting from the culmination of a regulatory mandate by the Florida legislature to stop all wastewater discharge to the ocean by 2025. Nova’s responsibilities consist of Conceptual Design Reports (CDR) including force main routing studies through urban and heavily congested areas, pump station optimization including analyses for dry weather wastewater flow distribution and real time control, civil and environmental planning and site analyses for pump stations and wastewater treatment plants, project controls, design/design management and construction inspection/management of improvements associated with wastewater treatment plants.

South Florida Water Management District, Comprehensive Everglades Restoration Plan / Acceler8 Program
West Palm Beach, Florida

The objective of the Comprehensive Everglades Restoration Plan (CERP) is to provide a framework to restore water deliveries to historical patterns and levels, consisting of natural flows of water, water quality, and natural hydro-periods within the South Florida ecosystem, which surrounds the Everglades. The Plan has been described as the world’s largest ecosystem restoration effort, and includes restoring natural flows of water, water quality, and more natural hydro-periods within the remaining natural areas.

Nova provided program management services, which included project engineering and management of water resources projects, project controls, project management, program outreach, and contract and procurement documents. Nova has provided program management services on various water resource projects, design of levees, canals, and roads, modeling of permitted discharges to the canal system during peak storm events, stormwater treatment areas for treatment of agricultural discharge.

New York City Department of Environmental Protection, 26th Ward Wastewater Treatment Plant
Brooklyn, New York

This NYCDEP contract includes the replacement of three high level main sewage pumps, motors, drives, and two submersible pumps at the 26th Ward’s Wastewater Treatment Plant.

Nova is providing project controls scheduling services consisting of the critical path method (CPM) and change order management. Responsibilities include review of contractor’s CPM for accuracy of the project’s status and forecasted work; input to the monthly schedule and Task Report and producing the monthly Schedule Analysis Report for submittal to the NYCDEP. After construction, Nova will provide claims analysis support to identify causes, extent, and responsible parties associated with project delays.

PortMiami Representative Services
Miami, FL

Nova is prime consultant providing owner representation services, construction inspection/management, project controls, claim avoidance, design, and design management, permitting, value analysis and life-cycle costing for PortMiami during its expansive development program.

Nova is providing support in overseeing the construction of approximately $2.8 billion worth of new infrastructure and facilities that are projected to be completed over the next 5 years, that coincides with the expected new cruise services, and cargo yard efficiencies and improvements. These projects include, but are not limited to, 5 new cruise berths and associated terminals, new cruise berthing facilities, upgrades and expansions of existing cruise terminals, and other significant investments in cargo terminal yards, gantry cranes, gate complexes, Ropax facilities, roadways, rail systems and supporting infrastructure.
