Our Construction Management & Inspection Team has extensive experience in both public and private construction projects.  Nova provides these services during pre-construction, construction, and project closeout. Nova’s Construction Management experiences are related to the transportation and water /wastewater markets.

Miami-Dade Water and Sewer Department, Government Cut Utility Relocation Projects
Miami, Florida

Nova was part of the construction management and inspection on this design-build project that involved two pipeline relocations; a 54-inch wastewater force main installed under Government Cut channel via micro-tunnel trenchless technology, and a 20-inch water main underneath Fisherman’s Channel. The new deeper water and wastewater mains allow for the dredging of the shipping channel into PortMiami to accommodate the larger “post-Panamax” ships.

Nassau County Department of Public Works, Bay Park Sewage Treatment Plant Main Electrical & Unit Substations Upgrades
East Rockaway, New York

The Bay Park Sewage Treatment Plant (STP) is a 70 million gallon per day sewage treatment facility in East Rockaway, NY. The plant’s electrical distribution system, including Main Substation, were in need of improvements and upgrades in order to increase plant reliability and mitigate against future storm and flood vulnerability.

Nova’s field inspection services consisted of overseeing contractor’s daily activities including reviewing contract drawings and specifications, approving shop drawings and supplemental information to assure work was being performed in accordance with the design intent. In addition, Nova’s cost engineers were tasked to evaluate RFIs, change orders, prepare construction management cost estimates, and provided technical support in the negotiation of change orders.

For project controls, Nova provided scheduling services consisting of the critical path method (CPM) and change order management. Responsibilities included review of contractor’s CPM for accuracy of the project’s status and forecasted work; input to the monthly schedule and Task Report and producing the monthly Schedule Analysis Report for submittal to the NCDPW.

Miami-Dade Aviation Department, MIA Taxiway R, S, and T Pavement Rehabilitation
Miami, Florida

The project consists of Construction Inspection Services (CIS) for airfield improvements to Miami International Airport (MIA) Taxiways R, S, and T including pavement rehabilitation, runway extension and realignment, taxiway reconfiguration, construction of improved fuel tender parking area, jet fueling facility and other features. Elements of the construction project included demolition and removing portions of existing drainage canals and structures, milling of bituminous pavement, and construction of new pavement including required signage and pavement marking. The project also includes construction of new service roads, installation of new centerline and edge light fixtures, and replacement of existing circuit conductors and transformers. This rehabilitation needed to meet FAA requirements for AIP funding as well as Miami-Dade Aviation Department standards.

Nova provided Construction Inspection Services for this project, including but not limited to field representative services, preparation of daily activity reports, verification construction conforming to plans and specifications and review of pay requests and change orders.

Miami-Dade DTPW Underline Phase 3 Design-Build Engineering & Environmental Support
Miami, FL

The Underline is a 10-mile-long recreational trail being developed in Miami-Dade County, Florida by the Miami-Dade DTPW. The trail runs underneath the county’s elevated Metrorail system from the Miami River near Brickell Avenue to the Metrorail’s southern terminus at Dadeland South. It serves over 100,000 residents within a ten-minute walk of the project and provides public transportation to several schools, hospitals, and businesses.
The 7.36-mile Phase 3 traverses the municipalities of the City of Miami, City of Coral Gables, City of South Miami, and unincorporated Miami-Dade County. The project has included several public involvement workshops with project stakeholders in the cities of Miami, Coral Gables, and South Miami throughout the planning phase to provide a project that meets the needs of the neighboring communities and trail users. Phase III includes separate paved bicycle and pedestrian paths, two pedestrian/bicycle bridges over waterways, native landscaping, wayfinding and educational signage, intersection improvements, lighting, drainage (deep wells and stormwater gardens), contaminated soil management, and amenities that include a skate park, butterfly gardens, gathering spaces, and pickleball and basketball courts.

As part of the Design Management Team, Nova’s scope of services includes:

  • Assistance in managing all engineering and architectural disciplines during the 45%, 90% and 100% design packages.
  • Utility coordination and design
  • Water services design
  • Assessing soil and groundwater contamination, preparation of a Soil Management Plan, Air Monitoring Plan, and Engineering Control Plan
  • Construction permitting from FDOT, RER-DERM, WASD, FDEP, USCG, SFWMD, and USACE.
  • The project includes extensive coordination with Florida Power & Light (FPL) during placement of their underground power lines within the project corridor as well as the various municipalities.

PortMiami Representative Services
Miami, FL

Nova is prime consultant providing owner representation services, construction inspection/management, project controls, claim avoidance, design, and design management, permitting, value analysis and life-cycle costing for PortMiami during its expansive development program.

Nova is providing support in overseeing the construction of approximately $2.8 billion worth of new infrastructure and facilities that are projected to be completed over the next 5 years, that coincides with the expected new cruise services, and cargo yard efficiencies and improvements. These projects include, but are not limited to, 5 new cruise berths and associated terminals, new cruise berthing facilities, upgrades and expansions of existing cruise terminals, and other significant investments in cargo terminal yards, gantry cranes, gate complexes, Ropax facilities, roadways, rail systems and supporting infrastructure.

A2 Stormwater Treatment Area Construction Management
SFWMD

Nova provides Construction Management Services (CMS) for the South Florida Water Management District (District). This task requires the support of a Level 4 Construction Administration Senior Inspection Full-time Onsite Representative to augment staff in the construction management of the A2 Stormwater Treatment Area project. This Project consists of the construction of the 6,500-acre A-2 Stormwater Treatment Area (STA) and associated project features.
