Miami-Dade Water and Sewer Department, Pump Station Improvement Program (PSIP)

As the largest contract awarded to a woman-owned company by Miami-Dade County, Nova Consulting provided the project and construction management for projects established through the Pump Station Improvement Program.

Under the terms of the consent decree, the Miami-Dade Water and Sewer Department (MDWASD) launched the PSIP an estimated $215M program including 153 upgrade/refurbish projects (118 sewage pump stations and 35 Force Mains) for compliance with the NAPOT of less than 10hrs as well as requirements for rain dependent peak flows. Nova is Program Manager responsible for project prioritization and preliminary evaluation, design flow criteria including I/I reduction, upgrade plan, equipment selection, coordination with utilities including FPL, design management and review, scheduling and cost estimating, value engineering and constructability review, and construction management and inspection including health and safety and public/stakeholder outreach. The PSIP has won several awards, met all EPA deadlines avoiding penalties and saved ~$37M (~17%) through implementation of value engineering ideas.

Broward County Aviation Department, Fort Lauderdale-Hollywood International Airport Expansion Program

The Broward County Aviation Department airport-expansion program is a $1 Billion capital improvement program at Fort Lauderdale-Hollywood International Airport. The program management team will manage the development program, which includes a new south runway and modifications to Terminal 4, including the addition of new gates. On-going Services for this project include program management and planning, Project Management, Construction Management, Document Control, environmental compliance, design management and oversight of the construction management consultants. This important infrastructure program will increase capacity and reduce delays at one of the nation’s fastest-growing airports.

As part of the Program Management team, Nova is currently working on the Runway 10R-28L design/construction and the Terminal 4 Gate Replacement Project. Specific services include project management, construction management, program controls and reporting, and document control.

Professional services under this contract provide a Program Management team to facilitate all professional tasks in conjunction with PortMiamiā€™s Master Plan and oversee over $1.2 billion dollarsā€™ worth of new infrastructure and facilities for new cruise services and cargo yard efficiencies and improvements. Projects include up to four (4) new cruise terminals; cruise berthing and Ropax facilities; upgrades and expansion of existing Cruise Terminals (CT); significant investments in the modernization and densification of the cargo terminal yards, which includes the installation of new gantry cranes and cargo gate complexes; construction and extension of the roadway network within the Port; installation of a new passenger rail station; construction of multi-level parking facilities; and extensive utility upgrades and relocation

This project consisted of program management support to the Port of Miami. Nova assisted in construction management and inspection, contracts administration, project management, cost estimating, scheduling, and planning & designing.

Nova is prime consultant providing owner representation services, construction inspection/management, project controls, claim avoidance, design, and design management, permitting, value analysis and life-cycle costing for PortMiami during its expansive development program.

Nova is providing support in overseeing the construction of approximately $2.8 billion worth of new infrastructure and facilities that are projected to be completed over the next 5 years, that coincides with the expected new cruise services, and cargo yard efficiencies and improvements. These projects include, but are not limited to, 5 new cruise berths and associated terminals, new cruise berthing facilities, upgrades and expansions of existing cruise terminals, and other significant investments in cargo terminal yards, gantry cranes, gate complexes, Ropax facilities, roadways, rail systems and supporting infrastructure.
